Planning Commission members are (left to right) Deputy Chad Lloyd, Secretary Tom Wills, Mayor Wendell Koontz, Chairperson Sharon Schmidt, Lindee Cantrell, Sean Cantrell and Larry Wilkening. The Planning Commission meets the fourth Wednesday of the month at 6:30 p.m.

Hotchkiss Planning Commission  

Wednesday, October 25, 2017 – 6:30 p.m. 

Hotchkiss Town Hall – Council Chambers

Present: Chair- Sharon Schmidt, Lindee Cantrell, Sean Cantrell, and lead planner/secretary – Tom Wills.  Absent:  Absent: Mayor Wendell Koontz and Chad Lloyd. Also present: Larry Wilkening- applicant to fill the vacant seat on the commission.

The meeting was called to order at about 6:30 by Chair Sharon Schmidt who determined that a quorum was present.

  1. Review/approval of September 27, 2017 minutes. The motion to approve by Sean Cantrell was seconded and the minutes were approved unanimously as written.
  1. Public Hearing: Change of Use Special Review –  AirBnB  type short term rental use – R-1 zoning, 511 Aspen Lane – Jacqueline S. Ballard

Chair Schmidt opened the public hearing and the applicant gave a brief presentation of her proposal.

Ms Ballard owns a home at 511 Aspen Lane, in R-1 zoning in Willow Heights and proposes to rent out two of the bedrooms, short-term via the Internet company, AirBnB. This use (bed and breakfast/rooming house) is allowed by review in this zone. The public hearing has been properly noticed and neighbors were informed by mail as required by regulation.

Ms Ballard resides at the address.  Ballard stated that she was restricting the guests to adults without pets and at any one time would house a maximum of four adults.

Neighbors Eric Edwards and Larry Wilkening spoke in favor of allowing the use as proposed. Neighbors Bill and Cheryl Grom sent a letter of support.

There were no neighbors or others expressing opposition and no letters in opposition were received.

There as some discussion among the commission, applicant, and neighbors as to how AirBnB’s booking service worked.  Ms Ballard also operates the My Fare Lady mobility taxi service.

The Chair closed the hearing and after a brief discussion it was moved by Tom Wills that the use be recommended for approval as presented to the Town Council on November 9. The motion as seconded and passed with all in favor.

Larry Wilkening was introduced to the members of the Commission as an applicant as a citizen member of the Commission, filling the long vacant seat.  Wilkening was thanked for his interest and there were no objections.  The Mayor will make the appointment, announcing it at the November 9 Council meeting and Wilkening will take his seat at the November 29 meeting.

  1. Master Plan Goals – Review of draft goal section from work session discussion. A portion of the changes made as a result of the October work session were reviewed. Members will send input on the remainder via the Town Clerk who will pass the information on to draft writer, Tom Wills.  Wills will send a final draft of the goals section to the Town Clerk who can then make it available to the public.

It was agreed to hold a public meeting at the November 29 meeting to explain that part of the document and listen to public concerns. 

Then, Wills and the staff will complete and blend the various updated portions of the document for a second presentation to the public in early 2018.

  1.   Delta County Master Plan revision process update.  Tom Wills reported that Delta County will have a public hearing on the draft of their revised master plan goals on November 14 at Memorial Hall.  The Delta County Planning Commission has been meeting weekly to discuss the goals and recommended actions in the County Master Plan.
  1. New Business – Holiday meeting dates – Sean Cantrell moved to change the date of the November Commission meeting pushing it forward a week to Wednesday, November 29 due to the Thanksgiving holiday.  The December meeting will be discussed at that meeting.

The meeting was adjourned at 7:48 p.m.

The next meeting will be held on November 29 at 6:30 p.m. and will include a public informational meeting about the goals section of the revised Hotchkiss Community Master Plan.
